He felt the presence of another appear before another figure appeared parallel upon the statue of the other head. He did not immediately sense the aura of ill intent. His eyes opened and caught sight of the Konoha head band.

A mysterious cloaked figure appeared upon the head of the first Hokage. The young man's spikey jet black hair was berated by the strong winds bristling from the Northern lands. His face was hidden behind a white fox demon mask. His eyes were closed as he overlooked the country in his minds eye. The people, the corrupt government, their precious order....

It would all crumble. A grim smile grew behind the mask.

(Just now seeing this.) I think Exam's would be a great idea. I propose that an admin decides who will be the winner of each battle. And the two involved play out the fight to the admin's ruling.

Kirigakure / Mizukage's Library

A Private library located in the Mizukage's manor, who's only access is by that of the Mizukage and his First Lieutenant. This place contains various information on Kirigakure's long history, it's past affiliations with other villages, clans, legends, criminals, heroes, techniques, secrets etc. All this information are located on Shelves that appear to not have been dusted off in years. They stand side by side creating narrow aisles. In the far back is a decrepit wooden desk with a portrait of the 2nd Mizukage nailed to the wall behind it. It is a windowless room.
